The latency gap

By the time it reaches the decision-maker, most intelligence is already old

Nearly every nation, government, and enterprise either runs its own intelligence function or outsources collection to third parties. Both move on a reporting cycle. Requirements are set, collection is tasked, analysts write, the product is reviewed, and it is briefed up a chain. By the time it reaches the person who actually has to act, the underlying data can be six to twelve months old, and often older.
